摘 要
农民工是当前社会转型时期介于农民与工人之间的一个特殊社会阶层.由于诸多原因, 这一阶层的合法权益得不到有效保障,几乎被完全排斥在了社会保障的体制之外.面前国内解决农民工社会保障问题的三种方案实施都存在着不同程度的困难,相对而言,参照城镇社会保障制度建立新的农民工社会保障模式更具有操作性.本文认为,要以维护农民工的基本权益作为建立农民工社会保障体系的起点,分层次分步骤地解决农民工的社会保障问题.

Abstract
Peasant worker is a special social class between peasants and workers at the current society transformation period.Due to many reasons,the legal right of this class can not be effectively guaranteed and is even completed excluded from the social security system.Facing the fact that there exist difficulties of different extent of the three solution plan for solving the peasant worker’s social security,it will be more feasible to establish a new social security system for peasant workers referring to the social security system for urban area.This essay hold the point that to guarantee the basic right of the peasant workers as the start of establishing the social security system for peasant workers,the problem of the social security for this class will be solved step by step.
