第一个问题关于那个逗号加上去更符合语法规则.
第二个问题because of属于介词短语,用作状语,它后面可加名词,代词或wh-从句,如上面那个例子,如果用because会引起矛盾,因为because是连词引导原因状语从句,而后面再接wh-从句就矛盾了,分不清后一个是什么从句了,所以要用because of后面加的是介词的宾语从句.

第二个逗号必须有，否则使句子读起来及看上去都像是有语法错误一样，is 和won't 两个词不可能在一个正确的句子中紧密相连。这就是逗号的作用呀。
because of 在你给出的句子里并非接的句子呀。肯定不能换成because.
